This Monument is on the grounds of the Akerhus Fortress in Oslo.

This large 1970 sculpture is located just inside the entrance to the Akershus Fortress and is by Gunnar Janson. It depicts a huge towering nude woman standing next to a much smaller man who stands naked on a raised block. The pair are in front of an abstract blob-like object.
It is called "Nasjonalmonumentet for ofrene fra andre verdenskrig" or "National monument for victims of World War II"
The minument is on the grounds of the medieval castle and fortress known as Akershus. There are a few other memorials closeby, see (visit link) , (visit link) , (visit link)
Althoug still used for military purposes, the area is open without charge to the public from 6 a.m. to 9 p.m. and one can tour the castle and museums...and get a wonderful view of Oslo's harbor.

Wikipedia (visit link) tells us this about the artist:

"Gunnar Janson (1901 – 1983) was a Norwegian sculptor. He was born in Levanger, and was the father of journalist Mette Janson and composer Alfred Janson. Among his works are sculptures of Hans E. Kinck, Arne Garborg, Tarjei Vesaas, Dagfin Werenskiold and Ingeborg Refling Hagen. From 1939 a miniature version of his sculpture Spydkasteren (originally from 1927) was used as a statuette awarded for all-round proficiency in sports. His bronze sculpture Nasjonalmonument for krigens ofre was unveiled at Akershus Fortress in 1970."
