This house was built in 1893 for the John Miller family. John Miller was Jacksonville's most well-known gunsmith, operating a shop on California street for many years. Miller purchased the lot that this house sits on in 1883 and ten years later, about the time of his death, a house was built on this site based on a catalog design. The house was originally a two and a half story Queen Anne and Miller's mother, his son John F. Miller, and other family members lived here until John F. Miller's death in 1930. The house passed to another family member but was deeded to R.H. Toft in 1932.

In 1944, a fire destroyed the upper portion of the house. At the time the house was owned by Ernest Lind, a partner in a Medford flooring contractor business, and Lind rebuilt the house, leaving the first floor intact and adding an extension to the west.

Today, the Miller-Lind house is home to Jacksonville city government, serving as the "new" City Hall, while the "Old City Hall," built in 1880-81, is located a few blocks west and continues to serve as home to the municipal court.
