A ballast regulator parked just outside of the Elgin County Railway Museum in St Thomas. I did not find any identifying marks on this item.

"A ballast regulator (also known as a Sweeper) is a piece of rail transport maintenance of way equipment used to shape and distribute the gravel track ballast that supports the ties in rail tracks. They are often used in conjunction with ballast tampers when maintaining track."

It appears to still be in active use - despite the rusty body and flaking paint, notice the shiny metal, dirt and vegetation stuck to the side blades.

It's not clear where the regulator is used, but one website shows this machine (or one very similar to it) in use on the Ontario Southland Railway St.Thomas Line in 2016 (visit link)
