Samuel S. Lewis was the Secretary of Highways under Pennsylvania Governor Gifford Pinchot. Mr. Lewis donated 35 acres of his own land to the state to establish a park in York County and, in turn, the park was named after him. The additional land which comprises the park was purchased by the Commonwealth of Pennsylvania.

Most people who visit this park are quickly drawn to the view from the top of the 885 foot high ridge and it is not unusual to also see families enjoying flying kites on the open fields of the park.
