This neat two wheel steamship...is in the center of the north fence surrounding the parking lot located at Elm St. & W. Main St.
When I first saw it the bass singing of Paul Robson jumped in my head and "Ole Man River" was stuck there for some time. Show Boat, by Jerome Kern a classic musical.
I think this is the logo for Downtown Washington, Inc., but I have not found anything to confirm that.
