Built in 1938 as a public library, this is a two-story tan brick building with a full half-exposed basement. The building is located at 206 W. 6th Street, across from the Payne County Courthouse. It is currently occupied by the Ocean Dental Corporate offices.
This is a rectangular tan brick building in Colonial Revival style. The front half of the building has a hipped roof, with a row of 12-pane fixed windows with segmented fanlights on three elevations. The rear half of the building has a flat roof with two levels of 8-pane fixed windows. The main entrance faces south in a slightly projected entrance bay. A wide concrete staircase with concrete sidewalls leads to double doors within a limestone pedimented surround. A frieze above this entrance reads PUBLIC LIBRARY.
A two-sided granite cornerstone is located on the southeast corner which reads:
