Originally the Arch was built to remember the locals who went to 'the Great War' - World War One. It was built from a design by J.D. Lyons of Prospect. It was dedicated on 21st November, 1926. A painting held by the Australian War Memorial from 1956 shows a poor representation of the earlier design. Whereas the 'Rambling Wombat' blog has a photo of the unveiling of the Arch in 1926, of a fairly similar design as it currently stands.
Brighton Arch
After it was damaged in a storm on 26th May, 1963 it was replaced with the current design, and dedicated on 19th April 1964; on the 49th anniversary of the ANZAC landing at Gallipoli. It has two large bronze tablets listing the locals who served in World War One, and Two, with a small one for a Rodney Chapman, who died in Vietnam on active service.
On the eastern sides of the square pillars of the Arch are two large brass tablets, with a 'heavy' green patina, that list the local soldiers of World War One, and indicates those who 'Made Supreme Sacrifice'. The southern (left-hand) one has two columns in alphabetical order, and reads:

A rectangular bronze plaque, with heavy green patina, embedded in the Arch reads:

While, nearby on the concrete surround is a further plaque, which reads:
WAR MEMORIAL The original Arch of Remembrance was
dedicated in 1926 as Brighton's World War One Memorial.
It was designed by J.O. Lyons of Prospect who won a
competition run by The Town of Brighton.
Seriously damaged by storms in 1963, it was replaced
in 1964 on the 49th anniversary of the Anzac Landing.
