It seems to be a logical move that in the city that is the birthplace of Canada and in front of the Confederation Centre that the flags of Canada's 13 provinces and territories would be flapping.
The flags are the Provinces of British Columbia, Alberta, Saskatchewan, Manitoba, Ontario, Quebec, New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador; plus the Territories of Yukon, Northwest Territories, and Nunavut. Add Canada's flag and you'll count 14.
It seems to me that the order of the flags is also planned. Closest in the photo (and to the street corner) are the flag of Canada and the first four provinces to create the new country (New Brunswick, Nova Scotia, Ontario, and Quebec). Then as you move further back you get the flags as they joined the Dominion.
