One of many of its ilk, this is a courthouse benchmark, placed in a quite obvious location, making it easy to spot.

C 21 is monumented in the top of a low railing on the right, northeast, side of the concrete steps leading to the entrance in the bottom of the clock tower which is centered in the 1915 courthouse. Monumented in 1931, C 21 is about a foot out on the the railing from the face of the building.
