The Pioneer Monument referenced in the WPA Guide to Wyoming stands in a small park across the street from the Natrona County Courthouse in downtown Casper WY.
From the WPA Guide to Wyoming:
"[page 181] PIONEER MONUMENT, S. Center St. between Midwest Ave. and the North Western Railroad tracks, in a small grassed area with encircling drive, is a limestone obelisk 40 feet high, erected in 1911 by women of the Natrona County Pioneer Association, at a cost of $3000. The monument, which marks the Oregon Trail, is constructed in three sections, tapering at the top into a four-square point. It bears a bronze tablet commemorating the pioneers of the Oregon Trail and Fort Caspar, US military post."
The words carved into the obelisk read as follows:
"PIONEER MONUMENT
Erected on the site
of the
OLD OREGON TRAIL
In memory of the pioneers
Who blazed the way
Built by
NATRONA COUNTY PIONEER
ASSOCIATION

A second historical plaque was subsequently added to the obelisk marking the site of Fort Casper, to the west:
"FORT CASPER

By Volunteers
Abandoned Oct 19, 1867
Situated one mile west
Of this spot
