Although this sign states a speed limit that is dividable by five, it is still really unusual because it is slower that considered possible!

In Germany there are usual speed limits which are in place if there is no sign. These standards are
30 km/h for a pedestrian zone
50 km/h in a city
100 km/h outside of a city
There is something called "walking pace" and it is not clearly defined. "Walking pace" for people is considered to be 3,6 to 7,2km/h depending on their fitness and purpose of the walk (simple walk against military march). But for cars it means something like 7-15 km/h because speed indicator that are not digital won't even be able to show the difference and it is considered impossible to drive ACTUAL "walking pace".

Thus although this sign states a speed limit that is dividable by five, it is still really unusual. I never saw one like this before and considered the explanations above it means that the speed limit is lower than what we usually consider the lowest speed possible.

It stands at the entrance to a company parking place.
