The Internet is silent as to this young man's fate, and the troop in question may no longer exist. The headstone itself has the family name, "Stewart", at the bottom, and "At Rest" at the top. It appears that something, perhaps this very memorial, was removed from the headstone at some point, but it's not clear whether it was the memorial itself or something before.
"Boy Scouts of America" flanks the the familiar fleur-de-lis with an eagle and shield, and a palm leaf underneath. Below "In Memoriam" is:
