The bronze plaque placed by the local Rotary Club reads:

It seems that Ron Sibley was in the Municipal Engineering Service of the local Shire in 1959 - page 4 (
visit link) when the local Rotary Club was formed. [This link is for the 50 year Anniversary Report of Bright Rotary Club, and has a photo of John Hearn in the process of painting the Soundshell.]
Another plaque reads:

The Bandshell is at the western end of Centenary Park. In 2016 there was a pleasant countryside scene painted as a mural on the audience facing wall of the Bandshell. On the southern side is the tag for the Artist: John Hearn -96/97; 03 5725 789.
