There are at least two of these monoculars at the Lakeside Observatory - one here by an information kiosk, and another on a pier.

Near Lewiston, along Illinois Route 78, is the Emiquon Lakeside Observatory, which has a couple monocular viewers to observe birds out into Lake Thompson.
The turnoff is south of the intersection of Illinos Route 9 and a few miles south of the intersection U.S. Route 24. It is on the east side of the road. There is a sign at the road and further down is a sign with "The Nature Conservancy" below the name, "Emiquon Lakeside Observatory."
At the kiosk, to the left when facing the lake, there is a monocular installation. Another is on a pier extending into the lake from the kiosk. They both provide views of the lake and the birds that may be there.
There is no cost to using them.
