The traffic circle around the city tower, which has the clock, and lookout and city logo.
On the plaza, are some benches, a statue, Bicentennial Flagpoles, veterans memorial, tornado disaster memorial and the location of General Logan's speech to keep Illinois loyal to the North.
The bell tower was built in 1972 on the site of the former county courthouse which had been opened in 1889. The bell tower was partially constructed from bricks salvaged from the courthouse when it was torn down. The bell and weathervane were from the former courthouse. The clock is new to the tower. The 93-foot brick tower is the same height as the courthouse was it replaced.
