The Garden of the Provinces was created in the 1960s. It is now known as the Garden of the Provinces and Territories. The four-acre site includes formal terraces for the flags and fountains. There are also bronze plaques displaying the floral emblems for each of the provinces and territories. The provincial and territorial flags are arranged in the order of entry to the confederation.

Beginning in 1867, Canada consisted of four provinces: Ontario, Québec, Nova Scotia and New Brunswick. Flags of these provinces and the Canadian flag are found on the main terrace, facing Library and Archives Canada, across Wellington. The posted co-ordinates are for the national flag.

From a higher position on the western portion of the terrace, flags fly for Manitoba, British Columbia, Saskatchewan, Alberta and Newfoundland and Labrador.

On the highest terrace, near Sparks, the territorial flags fly: Yukon, Northwest Territories and Nunavut. The mature trees prevent photography of all fourteen flags together, even during winter when the trees are bare.
