Many padlocks are on a public sculpture, where their keys are thrown in the nearby ironic Virgin River.

I don't think there is much room to put any more keys on this sculpture. It's in dire need of a geocache. The love locks are actually located outside the boundary for Zion national park and parking can be found near the bus terminal.
