"Full-length uniformed Civil War color bearer stands atop a square shaft and full-length uniformed figures of a soldier and a sailor stand at the base of the shaft on a tiered base. The color bearer carries the flag on its pole crooked in his proper left arm. The sailor looks through binoculars held in his proper right hand. His proper left hand is on his hip. The soldier holds his rifle vertically at his proper left side"
