NY Penn Trade Center opened more than 20 years ago as an incubator for small businesses. At one time there were over 70 businesses. There was a period in 2010 when the owner, Southside Storage, allowed code violations and it was almost shut down. Businesses were down to 20. NY Penn Center is still open in 2014.
The articles around 2010 stating about 20 years since Ny Penn started suggests that Johnson City built their new High School around 1990. The Johnson City High School Alumni lists classes back to 1940. The old high school may have been open for around 50 years from about 1940 to 1990.
