This flag apparently needs both solar and wind power in order to flutter in the breeze.

Actually, the solar power is used to illuminate the flag at night. Nifty idea, really. The flagpole is set near the centre of the Veterans' section of the lower cemetery, directly behind the Deer Lodge County Courthouse on Eighth Street.
The solar power consists of a pair of solar panels and a storage battery at the pole, with a pair of, we assume, high efficiency lights mounted further up the pole and aimed at the flag.
