Three small separate structures, one predating 1820, were joined in connected by a third story during the Civil War. At the same time, the tower was added to provide architectural balance to the Main Arsenal at the opposite end of the Green.

Primarily used for administration, Building 16 occasionally served research and light manufacturing functions. Later, Building 15, the former East Arsenal constructed in 1836, was enlarged join to building 16, enclosing the southeast corner of the complex.

Rededicated in 1984 is Garvey Hall in honor of STCC’s founding president, Building 16 houses the Colleges Administrative Offices and Admissions Center. Building 15, now Garvey Hall South, contains the General Studies Division, the Division of Continuing Education, and the Registration Center.
