Harjumagi means Hill of the Harju Gate and can be found on the embankment of the former Inger bastion. In 1861 a street was built through the bastion and in 1862 the park was designed and opened under the supervision of the burgomaster Car August Mayer.
To reach the hill a staircase decorated with eight ornamented vases was built from the Harju Gates in 1865 and people called it Mayer's staircase. The ceramic vases were replaced by cast-iron vases in 1887.
In 1865 the City rented the park to the Estonian Garden Society. The area was renovated in 1885 and in 1887 opened there a cafe-club. By then this place was the most popular of the city.
In the early 20th Century one would find in the park's area a restaurant, a bandstand, a concert ground and a bowling pavilion, all made of ornamented wood. All demolished in 1929.
During the Sovier era the park was used for concerts and a LP (discs) market was organized on its grounds every weekend.
