"Edifício onde está sedeada a administração local do município de Barcelos, incluindo a Câmara Municipal, a Assembleia Municipal e outros serviços municipais. Possui um Auditório, onde decorrem as sessões da Assembleia Municipal. Neste espaço são realizadas palestras, conferências, concertos e um grande número de actividades da própria Câmara Municipal, bem como iniciativas da comunidade. O Salão Nobre é um espaço dedicado a recepções oficiais, sendo também muito utilizado para a realização de concertos, exposições e outras actividades de índole cultural. A Sala Gótica é utilizada na realização dos mais diversos eventos, principalmente culturais.

O actual edifício resulta de reformas e acrescentos a partir dos iniciais Paços do Concelho, com arcadas ogivais de finais do século XV. Sofreu grandes alterações no século XVIII e uma ampliação no século XIX. Foram-lhe anexados, entre outros, o Hospital do Espírito Santo, do século XIV, a Capela de Santa Maria e a Igreja da Misericórdia do século XVI."
