A granite MONUMENT TO SOLDIERS AND SAILORS OF THE CIVIL WAR stands on the southwest corner of the grounds. On opposite sides oft he shaft are figures of a soldier and a sailor; at the top is the draped figure of a woman holding a sword and shield -West Virginia: A Guide to the Mountain State, 1941, pg. 286.
The section quoted above was about the grounds of the City - County building. The monument is no longer on the grounds of the City - County building, it was moved in 1956 when the old courthouse was torn down and a new one was constructed. It was moved twice more, finally being placed in current location in Wheeling park in 1958. When the monument was on the courthouse grounds the sailor and soldier were on opposite sides of the monument than they are today, during the reassembly in their new location their positions were swapped.
