Amish buggies have the same right to the roadway as any vehicle and even though many of the roads have wide shoulders to accomodate their slower moving vehicles, they are not required to move to the shoulder of the road, and at certain times of the year may not do so, due to soft shoulders during winter thaw or in the early spring.
