The Richards House is the oldest house in the historic district and was constructed circa 1853. The three-story brick house is in a Late Victorian style with Neo-Classical influences. The second and third floors have projecting bay windows.

The Richards House was built for Henry Richards, a tailor. He sold the north half of the house in 1860 to another tailor, Charles W. Seabright. Mr. Seabright turned the American dream into reality. He came to Wheeling at age 13 in 1849 and was penniless. He worked 21 years as a merchant tailor until he could accumulate enough capital to open his own firm. In 1881 he was elected to the state legislature and in 1887 he was elected mayor of Wheeling.

The house appears to be in fair condition and continues to serve as a residential duplex.
