This fountain has a towering plaque as its centrepiece, which states that the fountain symbolises the greatness of the city and people, or at least that is how it was translated for me, and how I interpreted the translation. If so, then both the city and people are doing well. The fountain is impressive. It is ~5m in diameter, sits at a busy traffic intersection, and has several circles of water jets that shoot towards the centre of the fountain.
It is best to observe the fountain from one of the surrounding footpaths. A close approach across several lanes of busy traffic, would be needlessly dangerous.
