This is the water supplier for the little town of Reardan, which straddles Highway 2 about 20 miles west of Spokane, WA

The tower is at the end of South Oak Street on the southwest corner of town, at the edge of a field. It is built of an all steel tower with a steel tank atop.

Note the extremely appropriate Slow Moving Vehicle triangle on the side of the tank. I'm guessing that the tower rarely exceeds the speed limit.
