The City Bank Building now known as the Professional Building was completed in 1891. The six-story granite and brick building is 125 tall and at its time of construction was tallest building in West Virginia. The Victorian building has Romanesque styling with heavy stone arch entryway and window opens and a turreted tower in the corner. The building was designed by the architectural firm Franzheim, Giesey, and Faris, a firm which designed several building during this era in Wheeling.

The building as of 2013 was mostly vacant though earlier it has been mainly medical related offices. As of the fall of 2013 the building was for sale with hopes that it will be restored and converted to new uses.

The building appears to be in good condition but in need of renovation and restoration.
