"Carroll Plaza. William J Bill Carrol 1935-2003. Vacaville's favorite son who dedicated his life to public serve. City Council 1970-1990. Mayor 17 years. 1972-77 and 1978-90. Solano County Board of supervisors 1991-2003. This plaza was named in memory of Bill Caroll because of its location in the heart of the community. He was a member of the last graduating class of Vacaville High when it was located in Andrews Park (1952) Marge caught Bill's eye as she rode her bicycle past the wall that still surrounds the polaza and they owned a business in the center of downtown. They were both dedicated to Vacaville and to each other. This plaza is named in Bill's honor with thanks from a grateful community for his lifetime of public service."
