A stone witness monument references 2 points - the NJ/NY/PA tri-state boundary and the NY/PA border corner point in the middle of the Delaware river.

This monument actually sits 27 1/2 feet N of the Tri-state Monument and is completely in NY. It is a granite pillar inscribed "Witness Monument" on the narrow NE side and dated 1882. It 'witnesses' 2 points - on the NE side (New York), it references the corner boundary point between New York and Pennsylvania that is located in the center of the Delaware River 475 feet (145 m) due west of the Tri-State Rock. On the SE side (New Jersey), it references the Tri-State Rock 27.5 feet (8.4 m) to the south.
Inscription on the NW (New York) side:
"The corner between New York & Pennsylvania is in the middle of the Delaware River 475 feet due west of the Tri State Rock."
Inscription on the SE (New Jersey)side:
"South 64 degrees W 72 1/4 feet from this is the Tri State Rock which is the northwest end of the New York & New Jersey boundary & the north end of the New Jersey & Pennsylvania boundary"
