Chester is famous for being the hometown of Elzie Crisler Segar, the creator of the cartoon character Popeye. Popeye, with his trademark corncob pipe and can of spinach, is prominently featured on this welcome sign.

The sign is located on the north side of Segar memorial Park, a small roadside park that contains a Chester Chamber olf Commerce Visitor Center, a statue of Popeye, memorials to Popeye's creator, a Mississippi River overlook, and other items of interest pertaining to the Chester area.
