The fountain provides a pleasant place of calm for those working downtown. It is a feature in a small urban park called Lister Hill Plaza.

The plaza is located on North Perry Street between Madison Avenue and Monroe Street. There is a statue of Hank Williams Sr., as well as trees, and benches for urban visitors. Across North Perry Street is the City Hall Auditorium where the January 4, 1953 memorial service for Hank Williams was held.

The park is named for Montgomery native Joseph Lister Hill (December 29, 1894 – December 21, 1984), who served as a U. S. Representative from 1923 to 1938, and as a U. S. Senator from 1938 until his retirement in January 1969. I could not find when the plaza was created and named for Sen. Hill.

There is a dedicatory plaque on the rim of the fountain. It reads:

Lister Hill Plaza
Honoring a great American who served his city, state, and nation for forty-five years as a distinguished member of the United States House of Representatives (1923-1938) and the United States Senate (1938-1968)
Dedicated by his fellow citizens of Montgomery, Alabama, with respect, esteem and affection.
