This memorial is part of the north capitol mall memorial park on the north side of the Oregon Department of Veteran's Affairs building. It consists of several components:
- A black granite is inscribed with the names of Oregonian members of the armed forces who gave their lives during Operation Iraqi Freedom and Operation Enduring Freedom (Afghanistan). Currently, 137 names and gold stars are engraved on the memorial.
- A fountain features a basin containing a world map with a bronze sculpture kneeling soldier located in the United States, pointing toward the east.
- A dedication plaque reads:

Media coverage from the period near the dedication reported that there were a variety of opinions regarding the memorial. Since the Afghan-Iraq conflicts were still active, some felt it was "too soon" to create memorials, while others noted that it was never too soon to acknowledge the sacrifices of American who died fighting for freedom.
