The plaque sits in the middle of the park on a pedestal made of stone. The simple bronze plaque reads:
"In honor of all men and women who have served our country in the defense of freedom. Dedicated on Memorial Day. 2001. "
The park is named after Richard Penry, a Vietnam veteran who was given Medal of Honor. The park has a few memorials, but it's mostly pathways. The 1 acre park is nicely shaded with trees.
