The sign is on a glazed set of tiles.
There is a coat of arms- presumably of the King's and the shield is encircled with the Spanish words: "Padecer por Vivir" meaning "Suffer for Living".

The rest of the text reads in Spanish:

"EL MARQUES DE VIANA Y DEL VALLE DE LA PALOMA
DE URBASA, CABALLERIZO, BALLESTERO Y MONTERO MAYOR
DE SU MAJESTAD CATOLICA DON ALFONSO XIII REY DE
ESPANA VISITO ESTE CIUDAD DE STA. BARBARA EL DIA
4 DE OCTUBRE DE 1924. Y EN RECUERDO DE ESTA FECHA DONO
ESTA INSCRIPCION A DON BERNARDO HOFFMAN DIGNO PROPA-
GANDISTA DE LA ARQUITECTURA ANDALUZA Y DE SUS HISTORICOS RECUERDOS."

Which translates roughly to:

"THE MARQUIS OF VIANA AND THE VALLE OF THE PALOMA
OF URBASA, groom, BALLESTERO Y MONTERO,
HIS MOST CATHOLIC MAJESTY KING ALFONSO XIII OF
SPAIN VISITED THIS CITY SANTA BARBARA ON
OCTOBER 4, 1924. AND TO REMEMBER THIS DATE,
