I researched the 'All-America City' claim online and sure enough, Stockton's own website makes that claim (at the bottom of the page) here. I found that somewhat entertaining for the reason that I know that Stockton is a very violent and gang-infested area of California. Even Wikipedia attests to this by saying this on Stockton's page:
