860J is in the barbed wire fence right on the border 64 metres (210 feet) west of the silver painted steel monument(MON-165) west of the railway. Pipe is about 8" tall, easy to find.

There is a small paved road running along the border at this point, so it is possible either to walk to the benchmark from the Laurier border crossing or, from the Canadian side, backtrack up the highway to Ponderosa Road, then follow the small road back south and drive right to 860J.

The "Z" at the end of the line above means that the USGS presumes this benchmark to have been destroyed. As a result, it no longer has a datasheet. I can assure you that it lives on. Below, however, is an excerpt from the NRCAN data sheet.
