In 1996, East Hartford replaced an area of condemned and boarded up commercial buildings to create a new park they named Alumni Park. The aim was to great a green space that will serve as the arts and cultural center of the city. The park continued to be developed with the addition, in 2000, of a large sculpture entitled "Milling Around". Just outside the west edge of the wall that surrounds the sculpture the city placed a millennium time capsule to provide for posterity artifacts preserved during the millennium year 2000.
A granite tablet placed flush with the ground is inscribed:
HERE LIES A COLLECTION OF TOWN MEMORIES
DEDICATED BY THE CITIZENS OF EAST HARTFORD
IN THE MILLENNIUM YEAR 2000
TO ITS FUTURE RESIDENTS
AS A GLIMPSE OF HOUR
EDUCATIONAL, SPIRITUAL AND COMMUNITY LIFE
TO BE OPENED IN THE YEAR 2100
