This building was designed by internationally renowned Portland architect, Pietro Belluschi. The building is made of reinforced concrete with a veneer of granite and marble. The interior contains birch paneling and a unique ceiling tile pattern. The marble relief sculptures on the west side are the work of noted Oregon sculptor Frederick Littman.
