The City Hall building was designed by Edward Elliot. With construction commencing in 1887, it took three years to complete. It is one of the oldest and largest public buildings in the province and has been designated as a National Historic Site of Canada.
It was designed in an eclectic, monumental style using cream and red sandstone, laid in the freestone technique. The building also has granite construction on the ground floor and in the tower. The seven-story tower has clock faces on the north and south sides of the building.
The clock has Roman numerals set on a white background. There is ornate work done in the stone that surrounds this relatively simple clock. A shield that may have once been painted with an emblem is above the clock face.
