Waters Field served as the home of the Salem Senators minor league baseball team. The field opened May 1, 1940, with a seating capacity of approximately 5,000. The stadium, built at a cost of $60,000, was named for George E. Waters, who purchased the Class B Bellingham Chinooks and relocated them to his new stadium in Salem. The team played in the Western International League, forerunner of the current Northwest League.
The first game at the field, against the Yakima Pippins, drew a crowd of 4,865, at the time the largest crowd for a sporting event in Salem's history. Renamed the Salem Dodgers in 1961, the team played until folding after the 1965 season. On November 11, 1966, Waters Field burned down.
Built in 1976, the main U.S. Post Office facility for Salem now occupies the site of Waters Field.
