This is a group of four Chinese soldiers marching forward. They look to be officers, and are life-sized. Two soldiers hold a rifle each, another a long dagger, the last and the leading figure, holds a "real" Chinese flag aloft. There was no plaque that I could see present.
This is an open area in the centre of the large southern Chinese city of Kunming, the provincial capital of Yunnan Province.
