This blue plaque gives a history of the building...and indicates that it was once the city of Oslo's city hall from 1733 to 1843.

so, apparently, in addition to being a City Hall and Garmann's home, the building was also a police station and a bank.
The building is a two story red brick structure...with an attic on one of the wings. It is a U-shaped building with a one-story level facade connecting the two sides of the "U" on the street side which serves as an entrance to a courtyard. This was Oslo's 2nd city hall... but was not built to be a city hall. It was necessary to find a suitable site after the first city hall deteriorated.
