An attractive and elderly, but still functioning fountain, in central Hanoi.

This fountain is located in a small park in central Hanoi. It is clearly of some age, showing noticeable wear and even a little damage, however, I could not find any detailed information about the fountain.
It is referred to as the "Frog Garden Fountain", ~3m in diameter, and there are sculptures of frogs on the fountain (in gallery). The centrepiece of the fountain is a rectangular pillar, from which four dragons slide down into the water. The frogs sit around the fountain looking upwards. The fountain was not operation when I visited (mid weekday), but there are flickr photos showing the fountain in use, and several locals, who were having their photos taken with the fountain as a backdrop, assured me that the fountain works.
