George Morland was a painter of the late 18t, early 19th centuries.[1]
Throughout his life he was troubled with financial problems[1]. This plaque seems to illustrate an episode resulting from these problems. He painted a ship on the wall of this inn in leiu of rent. This may explain why the pub sign is a ship, yet the pub is called the Fox.
The plaque reads

Painted a ship leaving Chichester harbour on the wall of the original Fox inn in lieu of rent.
