This ~3m in diameter water wheel is part of a group of water features in a modern, public market on the eastern side of the northern Thai city of Udon Thani. The attached plaque tells that the wheel is dedicated to money, happiness, health, and luck. The wheel turns, water is carried up and over from the basin, then emptied back. Rather fetching in appearance.
The plaque lists in three languages presumably the same message. In English:
