Salem Civic Center Complex, which includes the City Hall, was completed in 1972, replacing the old Salem City Hall that had served as the capital city's municipal seat since 1895. Due to the deterioration, the previous city hall building had been condemned and city offices were scattered across the downtown by the time construction ended on the new complex.
Located adjacent to the Salem Library, between SE Commercial and SE Liberty streets, the complex houses much of city government, including the mayor's office, planning division, city recorder, water resources and others. With nearly 305,000 square feet of space, the concrete structure has offices arrayed around a central "open" space where skylights allow natural light to illuminate the inside. The property contains 9.76 acres; the grounds are a well-maintained park, including fountains, a pond and many trees. Pringle Creek divides the park and the Salem Fire Department is located on the opposite side of the creek.
