This park is technically owned by the University of Toronto...but has been leased to the City for 999 years.
This sign is located between two other plaques at the statue of England's King Edward VII.
It reads:

THIS PARK WAS OPENED SEPTEMBER 11TH, 1860,
BY THE
PRINCE OF WALES, LATER, KING EDWARD VII
AND NAMED IN HONOUR
OF HIS MOTHER, QUEEN VICTORIA.
