Waist length statue of Buffalo Bill Cody, with granite plaque. The statue is of a light colored stone, and is located just to the left of the main entrance to the library. It honors William "Buffalo Bill" Cody who was involved in founding nearby Rome, Kansas, which was the precursor town to Hays. The statue is back under the over hang of the library roof which offers partial protection from the elements. The plaque on the front of the statue reads:

OF THE TOWN OF ROME, PREDECESSOR OF HAYS.

THE TOWNSITE OF ROME IS ONE MILE WEST
OF THIS POINT (WEST 12TH ST., EXTENDED),
NORTH OF THE R.R. TRACK AND ALONG THE WEST
BANK OF BIG CREEK. A PERMANENT MARKER
IS LOCATED ON THE ORIGINAL SITE.

THE FIRST STEPS TO ORGANIZE ELLIS
COUNTY WERE TAKEN AT ROME AND COMPLETED
IN HAYS, OCT. 28, 1867. GOVERNOR SAMUEL
J. CRAWFORD APPOINTED WILLIAM ROSE A
MEMBER OF THE FIRST BOARD OF COUNTY
COMMISSIONERS.

THIS MEMORIAL, ERECTED BY THE DONORS
WHOSE NAMES APPEAR ON THE BACK PANEL
OF THIS BASE, WAS DEDICATED JULY 8, 1961.
